IHT205 Question 8 SIPP moved

My husband, now deceased, had a small SIPP which was performing badly so he moved it to a different provider less than 2 years before he died. No other changes were made. Does this constitute a 'change' as in YES or NO answer to question 8 in IHT205?

I did call them but they could not help me! I was transferred to Probate queries, not helpful since they were already closed. What is the point of this forum??
