Any response from HMRC on this?

Isn't anyone from HMRC going to help with this?

I was fined for late return. It was confirmed I did not have to pay the fine, which I did earlier to avoid more pain! There is NOWHERE to reclaim this refund via my account or anywhere - phones are engaged, I get hung up on, or the chat is non-existent. Before I contact my local MP - HOW DO I GET MY REFUND?
