Is it too late to submit a CF38 form to request payment of missing NI contributions as any reply will be later than the deadline date of April 2025?

Hi, 
It is not too late to submit form CF83.
To be considered for earlier tax years (2006-07 to 2018-2019) your CF83 application form will need to be received by HMRC on or before 05/04/2025.

Where can I get this form and as I live abroad , one of your pages says "to contact the ITP'. Possibly updated recently, Whereas form "IPC SU 117" , Should be used. This is very confusing. to summarize: I live abroad. I am receiving a small pension I can pay 2006>2024, to get a better pension! How, and with which form, ..and bank transfer, obviously I need to receive 'confirmation' to show DWP!! Thanks

You can apply to pay voluntary abroad National Insurance Contributions (NICs) by reading the information at the following link:
Social Security abroad: NI38
You can use the CF83 application held within this information link. 
Details on how to make a payment once application has been accepted may be found via:
 Pay voluntary Class 3 National Insurance
The deadline for paying voluntary NICs from abroad has been extended until 5 April 2025.  All CF83 applications received by the deadline will be given time to pay.
If you have a valid UK Passport or Driving licence you may wish to register for a personal tax account this will show information on your NI record and Also provide your UK state pension forecast.

What if you don't agree with the response to the CF83? I queried mine last year and was asked for more information (which HMRC received) but I have heard nothing back and when I phoned the advisor told me they are running 48 weeks behind!! This takes me well beyond the 4th April deadline - will they still allow me to pay for the years i requested? Note: my request to pay (CF83) is noted in my Online account but has status Completed, which it clearly isn't because they haven't provided the amounts.

Hi BB-54,
As you have an ongoing case with the caseworkers, you should be given an extension to the deadline to make payments, you’ll be informed of this when you receive your response. 
The caseworkers are processing international cases as quickly as possible.
If you decide to make payments at the rate you were originally given and then are given different rates after you have made payment and had these applied to your account.
You would then need complete another CF83 form with a covering letter asking HMRC to convert the National Insurance Contributions you have paid from one voluntary rate to the other.
Please write CF83 attachment on your cover letter and include your personal details.
You need to give a reason why you want to make this adjustment and for which tax years.
The return address is on the CF83 application.
Any further evidence we request will need to be submitted to our caseworkers by post.
