Research Assistant in University - not full National Insurance payment

Hi there, I used to be a Research Assistant at a University from 2003 till 2008. It seems all these years are not full and I will need to cover them with the scheme. I wanted to ask you if Universities were allowed to employ Research Assistants around that period and not pay their full National Insurance without letting them know about it.
