Hello, Last year I put in an application to transfer the National Insurance credits my husband had acquired for being in receipt of Child Benefit to my National Insurance record for the 2023-2024 tax year. The request was refused because HMRC said my husband had not made enough income and paid enough NI contributions so they cannot remove them from his account to transfer to mine. My husband is a self-employed higher rate taxpayer and paid several thousand pounds worth of NI contributions for the 2023-2024 year! We were confused and so phoned HMRC to ask what we should do regarding an appeal. The representative told us that self-employed NI contributions for 2023-2024 would not be showing on the HMRC system that would deal with the transfer request and the NI records would be moved over on January 31 so we should just reapply after that deadline. We did this, but we have heard nothing back from HMRC. We wondered if we are being ignored because we are past the 30 day appeal for the first decision (we can't transfer it because your husband--a high tax payer!--didn't make enough NI contributions) has past and we were given wrong advice from the representative that the best course of action would be to reapply after January 31. If so it appears this advice about reapplying might have financial repercussions for my future finances and pension.

Hi Erland,
Without your  NINO we can not look at the specific of this case, but in terms of requesting reconsideration of a decision we will accept cases after 30 days where there is good reason for the request being late, sometimes up to 12 months after the original decision.
It would be worth getting in touch again with the department to find out what is happening with the mandatory reconsideration request.
Thank you.

Is there a deadline to transfer national insurance credits?

I need to complete form CF411A. Where can I get the Child Benefit reference number ('CHB XXXX....)? I no longer have bank statements and child benefit documents from 2010.

Hi Timothy Ratcliffe,
You can contact Child Benefit on 0300 200 3100, they may have a record of your Child Benefit number (CHB).
If you can not get your CHB number and you are completing a digital version of the form, you can type 12345678AB after the CHB box.
If you still have issues, you can contact the Online service help desk on 0300 200 3600. They will be able to assist further with the utilisation of the online form.
There is no specific deadline for transferring National Insurance between individuals. However, certain qualifying conditions must be satisfied.
If you are submitting the CF411A form to apply for Credits for Parents and Carers, you must explain the reason for your late application, unless you are applying for the previous tax year.
Thank you.
