Hi, I am trying to confirm in the guidance where it states if an overseas employer with no UK presence (whatsoever) has to submit a P11D for benefits provided to the UK employees.

This depends on a number of things, including the type of PAYE scheme being operated.  
It is best you contact our Employer Help Line on 0300 200 3200 to discuss in more detail.

Thanks. I had tried the Helpline and they weren't sure. It is a DPNI scheme being operated, but as I mentioned there is no UK based employer and so wasn't sure on the P11D.
