I have lived and worked in the UK since January 2020. I do not work or receive any income from Portugal. The tax authorities in Portugal have requested a Certificate of Residence for verification and change of address purposes. I understand that when there is no foreign income, HMRC does not provide a Certificate of Residence but instead provides a letter of confirmation stating that I am a tax resident of the UK. I have received this letter and submitted it to the tax authorities in Portugal; however, they refuse to accept it. Please can you provide me with advice on how to proceed from here? A certificate of residence is issued in cases where there is a tax treaty between the UK and the other country and the tax treaty covers the income / capital gain arising in the other country.  In situations where there is a tax treaty between the UK and the other country and no overseas income exists, we can issue a letter of confirmation of residence.  This is agreed with each country there is a treaty with.  In situations where the other country are rejecting this agreed process, we would require you to submit a copy of the letter from the other country stating that they will not accept the letter of confirmation of residence.  We have a specialist department, who would liaise with the Portuguese tax authorities in an attempt to find a solution to satisfy both countries.  If the letter is not in English, you do not need to arranged for it to be translated, HMRC will do this.  You should send the rejection letter to H.M. Revenue and Customs Pay As You Earn BX9 1AS.

Hello Daniela I had a very similar case to yours. I don't know your specifics but if you were asked to pay taxes, a value of IRS, you need to put a RECLAMAÇÃO GRACIOSA(GRACIOUS COMPLAINT) and from there (as in my case they requested that) to do model B of PEDIDO DE ALTERAÇÃO DE MORADA(CHANGE OF ADDRESS REQUEST) for the time you want and put correct address in there and annex the original and certified translation of the letter of residence and submit in Portal das Finanças(Finances Portal) but ask help for how to do in your local serviço de finanças(finances services)- if they refused your request ,like in my case, go up the hierarchy and submit a RECURSO HIERÁRQUICO (hierarchic recourse) and they give the reason. If not, you can go to court-better ask a lawyer, but preferably CAAD is better, in my opinion off course. Always check times to do things, as they can expire. Fight for your rights!

Hello!! I'm going to marry my boyfriend who lives in England and I live in Tenerife and the court asks us for a “certificado de empadronamiento” of my boyfriend and the council tax doesn't work for us here. Maybe this certifícate can prove his residente to the spanish authorities? Thanks a lot

Hi, I am a UK resident, self-employed, and been asked to supply a CoR for work I am doing on behalf of a client in Malaysia. Some of the time I am in Malaysia doing the work. They have asked me to supply a certificate of residency for tax purposes. The online form to do this on your website (Request for Certificate of Residence in the UK), but it asks the following questions: Are you arriving in or leaving the uk? arriving/leaving Do you meet the conditions of the overseas automatic tests 1, 2 or 3? (no idea what this means) Date of your departure from the UK Date you stopped living in the UK I have not stopped living in the UK. No idea how to answer these questions. Appreciate any help thx

Hi JAYKAY7979 Kyriakou,
If you were born in the UK and have not left the UK, please use your DOB as your date of arrival.
This should remove the date of departure option.
As you are resident in the UK, you would select 'no' to the overseas automatic tests.
