Hi Mike1052,
Based on the information you have provided, you could potentially be eligible to pay at the Class 2 rate. However, without looking at your records this decision cannot be made on this forum.
You would need to complete the CF83 application - Apply to pay voluntary National Insurance contributions when abroad (CF83) - GOV.UK (www.gov.uk) and read the information held in the NI38 leaflet before completing the form - Social Security abroad: NI38 - GOV.UK (www.gov.uk).

Hi Tim,
Depending on whether you are paying from the timescales are as follows:
International caseworker (countries outside the EU and EFTA) are currently working on post received 25 Feb 2024
Our EU teams are working on post received 16 October 2023.
This is will have no impact on the rates or late paid notations when we allocate the payment to the NI record.

If you have paid National Insurance contributions for tax years that are not recorded as being qualifying on your Personal Tax Account then please call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas).
We will then be able to correct any problem.

The department who will allocate your payment are currently processing work from 13 November 2023. To check that your payment has been received in the correct department, you would need to contact our National Insurance team.

Thanks HMRC 21 Admin Response, much appreciated. I’m in Australia so would assume - although obviously realise you can’t provide any precise guidance on this - that if the International caseworker teams are currently processing Feb 2024 payments (ie 7 months ago) then a rough estimate of when the payments should show up is in about 7 months time? Not looking for a definitive commitment on a date, just want to make sure I’ve understood the basic concept of your reply. Many thanks again

How do I escalate issues? After completing CF83, getting assessed for how much to pay, sending money from Canada which was deposited into the supplied HMRC bank account in April 2024 my account still shows as unpaid. Multiple calls asking how long it takes to allocate money to my NI record and each time I’m told call back in 8 to 10 weeks. I’ve paid over a thousand pounds and get no acknowledgment of payment. Please help with how I can escalate to get this resolved.

Hi Gwen, 
The timescale for the department who will allocate your payment is currently 32 weeks.
They are currently processing work received on 4 March 2024.
You can expect your payment to be allocated by 7 November 2024, however this date is an estimate and may change.
If your records do not show that the payment has been allocated by that date, you can contact the helpline to ask them to escalate your query to the International Caseworker department.
The number for the helpline is +44 191 2037010, Lines are open from 8am to 6pm Monday to Friday.

I received a mail from HMRC confirming I have only 8 years of NI contributions and that I can top up at a rate of GBP825 (2006 to 2010) and GBP165 (2018 to 2024) by 5 April 2025 without penalty. I only want to top up to 10 years, so would like to contribute to two years between 2018 and 2024. If I send two payments of GBP165, how do I ensure those amounts would be allocated to the correct period (2018 to 2024) and not deemed contributions to years 2006 to 2010?

You can pay from an overseas bank account.
Please see further information here - Pay Class 2 National Insurance if you do not pay through Self Assessment Make an online or telephone bank transfer under the heading
‘Paying from an overseas bank account’.

Hi Chris,
We will allocate your payment of voluntary contributions to your National Insurance account from the youngest tax years.  
We will do our best to allocate your payment as you wish and these will be reflected on your Personal Tax Account (PTA).  
If, after checking your PTA, we have not allocated your payment as you wished then please either call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas) or write to us to advise us.  
Your payment will then be reallocated as you instruct.

Hello HMRC Admins If you allocate payments of voluntary contributions to National Insurance account from the youngest tax years does that mean that my Class3 payment of 79,25 GBP for 2010/2011 tax year will be allocated to the 2023/2024 tax year? I payed all 8 years of shortfall, but in 3 separate payments - 12 July 2024 - 79.25 GBP for 2010/2011 (Class3), 29 July 2024 - 1236.30 GBP for 2013/2014 and 2016/2017 (Class3), and 9 October 2024 - 887.50 GBP for 2019/2020 up to 2023/2024 (Class3 and Class2). Pay voluntary Class 3 National Insurance for voluntary class 3 contributions
or
Pay Class 2 National Insurance if you do not pay through Self Assessment for voluntary class 2 contributions.
