Hi all, After reading through several bits of this forum I thought I'd post a more specific thread regarding this subject. As the subject indicates, this is about requesting an S1 form for those of us who have the "Frontier Worker Permit" that allows us to work in the UK whilst living in the EU. This status, is parallel to the "EUSS" and "Leave To Remain" and from a healthcare point of view it grants the same access to the S1 documents for us to receive healthcare abroad. Personally, I am employed in the UK since 2016 and have always received the S1 form. I am no expert but I can't see why that suddenly would be any different. The NHS website still refers us to the CA8454 form, but that form isn't applicable anymore due to some changes that have been made. Information on this forum seems to suggest that the new correct form would be the CA8421 form titled "Apply for a certificate to confirm you will pay UK National Insurance while working in multiple countries". However, there are two issues with that form: 1) I do not work in multiple countries. I only work in the UK (but live in the EU). 2) The question: "What type of right to work do you have in the UK?" is missing the correct category of "Frontier Worker Permit" Considering the possible legal implications it might have for not truthfully completing this form we are unable to proceed at this point. it is definitely an avenue I do not want to explore. So the question remains: Which form do people with a "Frontier Worker Permit" fill out to request the S1 form we need for our healthcare abroad? The number of people affected by this sudden change of form is growing rapidly and we can do with an appropiate response in order for us to continue to receive our healthcare. Kind regards,

The application CA8421 does cover S1 applications for the individual, when selecting whether you have the right to work in the UK you would select yes if you have UK immigration status or a visa which allows you to seek and complete employment in the UK.
The CA8454 is for claiming statutory periods and or dependants.
HMRC can not update the NHS website as we are not the same government department.
The UK is no longer part of the European Union and some changes to our applications/process are in line with this.

Thank you for the reply, It is clear to me that the CA8421 does cover S1 applications. However, as a person who has been fully employed by a British company since January 2006 AND who has been paying NI contributions in the UK ever since AND who continued to live in The Netherlands (EU Member State), I am covered by the Withdrawal Agreement. AND who was still working for the same British Company at the time of the end of the Transition Period; I have obtained the legal status of Frontier Worker as part of the Withdrawal Agreement. As part of that Frontier Worker status I think I am entitled to the S1 form because of my UK NI contributions (like I have been ever since I started working in the UK since 2006). From your own website: https://www.gov.uk/guidance/social-security-contributions-for-workers-coming-to-the-uk-from-the-eea-or-switzerland#coming-to-work-in-the-uk---from-the-eu It states: "You will usually pay social security contributions (National Insurance in the UK) in the country you are working in." And from my Frontier Worker Permit: "Public funds condition Frontier worker status entitles you to access benefits and services, including NHS-funded healthcare, provided you meet the relevant eligibility requirements. You will need to check with the relevant authorities in your home country about whether they are responsible for your healthcare costs in the UK. You may be eligible for an S1 certificate as a frontier worker if you have worked and paid contributions in an EEA country or Switzerland." That confirms we are covered by social security provisions of the EU Withdrawal Agreement. Therefore, it is my understanding that it gives me the right to apply for an S1 certificate from the UK government. Now we come to your point about selecting "YES" if I have an immigration status or a visa... The CA8421 form has the following question: What type of right to work do you have in the UK? We use these details to check which social security arrangements apply. • EUSS status *This is settled or pre-settled EUSS status. • Leave to remain or • I do not have a right to work in the UK What would I select here as a Frontier Worker who is covered by the Withdrawal Agreement? A Frontier Workers Permit It is NOT the same as Settled or Pre-Settled EUSS Status to my knowledge. Nor is it Leave To Remain. Then there is the last option, "I do not have the right to work in the UK", that isn't correct either as I DO have the right to work in the UK. What option/answer does a person covered by the Withdrawal Agreement in possession of a Frontier Worker Permit, who has up to now always been entitled to a S1 certificate, select on this page to continue the process in a truthful non-fraudulent manner? Or, are you now saying that a Frontier Worker in no longer covered by the Withdrawal Agreement and therefore is no longer entitled to a S1 certificate? I'm looking forward to reading your reply, which hopefully clarifies this situation permanently. I have the same problem. When we get to the section "What type of right to work do you have in the UK?" we get stuck because we can only select "EUSS" or "Leave to remain". Both cartegories are not Frontier Workers. So which one should we select ?

Hi Remko, have you received any update since the post 15 days ago acknowledging HMRC is aware of the issue? Any feedback would be much appreciated. Cheers, Thomas PS We are in exactly the same situation: Frontier Workers, unable to answer the "right to work in the UK" question as no appropriate option exists.

He everyone! Finally someone raising this issue. Thank you so much Remko! I am am at the same situation as you. I have been getting S1 forms for myself since 2014 without any problems. This year, the correct form seems to dissappear from the government website. I have been having battles with the HMRC since August. Remko- you are right- we have a right to this form and getting access to medical treatment s which we are now deprived of!! After numerous phone calls to HMRC customer services people were not able to tell me where to find the correct form. NhS are also not of any help either as they said they have nothing to do with it as they only deal with S1 for pensioners. Due to this issue I now have no medical cover where I live - Czech Republic since October where it was meant to be issued. I hope this will be resolved quickly!

HMRC are aware that some customers holding a Frontier Worker permit have been unable to apply for an A1 certificate online and apologise for any inconvenience caused.  
We updated the CA8421 application form on 11 November and it can now be used by all Frontier Worker Permit holders. 
Following a recent process change, frontier workers seeking to apply for, or renew, an S1 certificate need to apply for an A1 certificate using form CA8421.
They will automatically receive an S1 certificate (for themselves) alongside their A1 certificate if they are eligible.
The CA8421 does not issue S1 certificates for dependent family members. If any dependents of the individual require S1 healthcare certificates, customers should apply for these using form CA8454

Hello HMRC, I thanks for the updated into. I have applied for the form CA8421 a month ago and today I have received the following answer: Action needed: there are no previous certificates A1 have been issued and new application needs to be completed A CA8421 with full employment details to get A1 and S1 for yourself. Firtstly: I never ever in the past needed ro apply for A1. Secondly: Based on the form CA8421 you said to use (as above) I can not see any option where to submit employment details.??? We seems to be going round the circles here. The letter I have received today is asking me to supply employment details. HMRC- where do I get the form to supply these details? In the past all the required questions were all on one form we used to fill out. So in reality - the form to apply for S1 is not working for any of us. Please, kindly check my last year submission with to see what form we have used for past years. 22nd August 2023. I hope this will be resolved ASAP as I am left without any health cover ( having heart diseases) and need to see doctors regularly or sometimes urgently. Prompt response will be much appreciated.
