From the information you have provided you will need to apply for a portable document A1. The application form you require is a CA8421, and you can find this here:
Apply for a certificate to confirm you pay UK National Insurance when working in 2 or more countries (CA8421)
Alternatively, you can apply for a statement of National Insurance, to apply for this you should complete the CA3916, which you can find here:
Get a PDU1 certificate or a National Insurance contributions statement

RE: NI for non-UK Tax resident
Hi,
are only liable to UK National Insurance contributions when you are physically working in the UK.
While you are working as an employee in Hong Kong you would not be liable to UK National Insurance. This is however a generalised answer as we cannot look into your exact circumstances. For a liability decision based on your specific circumstances you should write to us.

We can confirm that you will not be penalised because of our delays and you will be given extra time to make any payments if we do not provide you with a full reply by April 2025.

Yes, it is ok that you have submitted the CA3822 before your employer submitted the CA3821. This will not stop your application from being processed.
