For the Spanish DTA form, you include the Convenio residence certificate as this is classed as the confirmation and there is no need for the form to be stamped.

Your partner will not be taxed on the inheritance as it is not a UK asset.
No UK tax is due when he transfers it back to his father but they would need to check the laws of Thailand.
