RE: Income tax with two employments
Hi
You can split the Personal Allowance between the two or assign all of the tax allowance to once employment.
If your estimated earnings for both employments has you in the Basic Rate band, you will receive a BR code on the second employment.
If your income from the main job took you into higher rate, you would receive a D0 code against the second employment.

RE: Pension contributions
Hi Stan C
No, you do not need to submit 3 years' returns. You need to work out what relief is due for you and if you still have anything over the relief, it is that figure you put on the return.
We dont apply it automatically - see further guidance at Pension savings — tax charges (Self Assessment helpsheet HS345)

RE: Part-year tax filing in UK for new USA permanent resident
Hi,
Your wife will need to review the guidance at RDR1Residence, domicile and the remittance basis: RDR1
Your wife will also need to take the tests at RDR3 RDR3 Statutory Residence Test to determine if she is considered resident or not resident for the 2022 to 2023 tax year.
If she is considered not resident, then a tax return will not be required unless there are other criteria that would require one.
There is a tool to check if a tax return is required at Check if you need to send a Self Assessment tax return
Thank you

RE: Bank interest income
Hi,
Article 11(1) of the double taxation agreement advises the interest arising in the UK and paid to a resident of Hong Kong, may be taxed in Hong Kong. c
Clause 11(2) goes on to state that interest may also be taxable in the UK, unless at least one of the conditions in paragraph 11(3) are met.
Clause 11(3)(ii) relates to an individual. This means that if the beneficial owner of the UK interest is an individual, resident in Hong Kong, then the interest is only taxable in Hong Kong.
Take a look at the guidance in this link:
UK/HONG KONG DOUBLE TAXATION AGREEMENT AND PROTOCOL
