RE: Return of goods sold to Italy
Hi,
The guidance on returned goods relief states:
"Goods imported by post from outside Great Britain
Ask the sender to write ‘Returned goods — relief claimed’ clearly on the package and its accompanying import declaration. The declaration must include a complete and accurate description of the goods, their quantity and value. If you’re registered for VAT, make sure your VAT number is quoted on the declaration (CN 22 or CN23)."
You can speak to the courier who will submit import declarations and explain what documents are required.

RE: Importing products subject to Anti-Dumping legislation?
Hi,
Although goods are imported from Sweden, if the country of origin of the goods is not Sweden, charges will be applicable.
As per trade tariff, country of origin as China will have anti-dumping duty applicable, full details are available here:

RE: TOR1 relief approval
Hi,
To claim relief, you must satisfy all of the following criteria:- you have been resident outside the UK for at least 12 consecutive months, prior to the date of moving to Great Britain or Northern Ireland.
- you are importing the goods within 12 months of coming to live in the UK
- you intend to use the goods in the UK for the same purpose they were used for prior to moving
- the goods can be imported in multiple consignments.

Hi,
Charges will be applicable if the declaration does not have correct relief applied. You can pay and reclaim the charges by using form BOR286 as the import has been done by parcelforce.

It is the nature of the medical care which determines whether a supply is exempt from VAT. So as long as it meets these conditions then it will not matter who the contract is with.

RE: Import duty charged on repair and return of goods to EU country (breach of TCA)
Hi,
If the charges have been applied while importing into Ireland then it should be raised with their customs authority as charges have been paid to them.
If the courier has not submitted correct declaration to claim relief, it needs to be raised with the courier. It may also be appropriate to contact customs in Ireland and seek guidance on how to reclaim the charges paid if there was relief available at the time of importation.
