This section refers to the maximum rate that can be applied on the foreign shares rather than your rate.
Both these are limited to 15% so you will select that.

The double taxation relief claim does not cover rental income and you will still need to declare this to the UK as a non resident landlord.

Excess reported income is treated as being received on the ‘fund distribution date’.
The fund distribution date for a reporting fund is 6 months following the last day of the reporting period.
