It is possible to register for Self Assessment without a National Insurance number. Details on how to do this can be found here:

However, you need a National Insurance number to make sure your NI Contributions and tax are recorded against your name only. If you do not have an National Insurance number you can apply for one here:

Hi,
If you would like to pay voluntary National Insurance contributions while overseas, please read our leaflet NI38 ‘Social Security Abroad’ which you will find via:

If you then decide to pay the voluntary contributions then please complete and submit the CF83 application form which you’ll find via:
Apply to pay voluntary National Insurance contributions when abroad (CF83)
Please include details of your employment on the CF83 application form and our International Teams will be able to assess your entitlement to pay either voluntary class 2 or voluntary class 3 contributions.

It’s currently taking about 22 weeks from an individual making their payment of voluntary National Insurance contributions to it being recorded on their Personal Tax Account.
If you’d like to make sure that we do have your payment then you are welcome to call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas).

When you claim your UK State Pension with The Pension Service, they may be able to use other social security contributions paid in another country to improve your pension.
If you could call the International Pension Centre on 0191 2187777 (from the UK) or +44 191 2187777 (from overseas) then they will be able to help you further.
