Anything posted or couriered to you from another country goes through customs to check it is not banned or restricted and you pay the right tax and duty on it unless there is any relief claimed. You can see guidance here:

Preference can be claimed on customs duty as long as goods meet rules of origin and to claim zero rated VAT, traders need to be VAT registered in the UK and products need to meet certain criteria.
