Hi,
No, capital losses must be reported within 4 years of the tax year in which they arose in order for them to be used at a later date. For losses arising in October 2019, you had until 5 Apri 2024 to report them.

RE: Foreign dividend
Hi,
If your only foreign income was any interest in box 3 and dividends up to £1,000 and you are claiming deduction relief, put the net amount of foreign dividends, in UK pounds, in box 6.
Put the foreign tax taken off in box 7.
If your total dividend income, including UK and foreign dividends, is over £1,000 and you are eligible to claim deduction relief or Foreign Tax Credit Relief, do not include the foreign dividend in this box. Complete the ‘Foreign’ pages instead.

RE: Moving abroad - customs?
Hi,
If your goods are for personal use, you do not normally need to make a formal declaration, requiring you to complete an electronic customs declaration, when you bring them into or out of the UK.
These goods include private vehicles that have been in the UK before, and personal effects and gifts carried in your luggage or driven in a vehicle. You can see guidance here:

You may have to check with French customs if, and how, they require you to declare goods and pay customs charges, if applicable.

Yes, you can look into claiming a repayment if you are returning goods. Use form BOR286 if you have used Royal Mail or Parcelforce. You can see guidance here:

RE: Foreign Pensions - Double Tax Agreements
Hi,
The 25% tax free lump sum applies to the whole pension pot, so you will still be liable to tax on any cash left in the pension when you withdraw it.
You will need to check with the German authorities as to what you need to report to them.
Future withdrawals will only be tax free in the UK if agreed following your DTA application. Any new sources of pension will need a new application.
