Where the RSU is a foreign stock unit.
Tax is paid in the overseas country of the stock unit when it is vested, which allows you to claim this as a credit against UK tax, to avoid paying the same tax twice (double taxation).

Aaccording to DT19851, state taxes are not mentioned as being allowable for California - California
Admissible
Corporation income tax
Personal income tax
Insurance companies tax on marine insurance companies bank and corporation franchise tax.
This tax is charged on a ‘unitary’ or world-wide combined reporting basis. Not mentioned, you cannot claim FTCR for state taxes.

RE: Dividends Income on Self-Assessment Tax
Hi Gishan Don Ranasinghe,
You declare the dividends in the tax year that you receive them.
Dividends paid by your company Feb to Feb, should be declared in the tax year that you received them.
Eg. Feb 2020 to Feb 2021 should be declared in 2020 to 2021 Tax return.
You can amend your 21/22 tax return up to 31 January 2024, after which you will need to submit an overpayment relief claim,(OPR) using the format shown here:
SACM12150 - Overpayment relief: Form of claims.
After 6 April 2024, it will be to late to claim OPR for 2019 to 2020.

Rules on giving gifts
The guidance advises,
'There’s no limit to how much you can give tax free to another person, for example to help with their living costs, as long as (1) you can afford the payments after meeting your usual living costs and (2) you pay from your regular monthly income'.
The guidance does not stipulate what the gift must be used for.
