As it is seen as a chargeable event it is taxed as income tax and not Capital Gains Tax.

Dividend income is not included in the calculation as it is taxed after savings income.
You would be entitled to the full starting rate.

As they are within the allowances it won't change your calculation, but you can do it online as an amendment (if you filed the original online).
If not, you can send in a letter giving the details of the dividends.
You dont need to show the capital gains.

The HMRC figure will be based on your entitlement up to and including 05/04/2023.

The Self Assessment does not look at your tax code.
It's based on any allowances you claim and expenses or deductions.

Re: Certificate of Residence and not working

Yes, the certificate would still be issued based on you having foreign income.
Your residence status in the UK would be based on the application you submit and your latest tax return held on file.
You don't necessarily have to be in employment in the UK to get the certificate.

RE: Tax on RSUs granted in the US

It is.
Relief can be claimed in respect of the USA tax though.
As the payment is from your employer, the income should be shown in the employment section if it is included in your P60.
You would then claim credit for the Tax in the foreign section under 'Employment, self-employment and other income which you paid foreign tax on'.
If it's not included in your P60, please include it on the box on the employment page for 'Tips and other payments not included on your P60'.
ERSM20193 advises that when RSUs payout at the market value on what is called "dividend equivalents" in either cash or shares, such payments will generally be taxed as earnings in the year they are received:
