RE I an a co director but do not receive taxable pay or benefits do I have to quote a PAYE ref?

If the PAYE account for the business has been closed, you do not declare this in the return as you didnt have a 'live' employment in the year of the return. -
RE Two ISA accounts in the same year - PAID into only one

Strictly one should be closed but as no funds have been added there is no benefit. -
RE Sale of RSUs in US company

1. as already on your P60, you dont need to report tyhem anywhere else.
2. you may want to report the loss so that it can be set against any future capital gain. -

As this is not actually foreign income for you to claim foreign tax credit relief, you should be looking to Belgium to claim the refund from them. You should still declare the full UK income in the return as you are UK tax resident. -
RE Personal allowance & Saving interest allowance

You will be entitled to personal allowances once you are UK tax resident, as will your wife.
The savings allowance is £2000. -
RE: Employment lump sums included in P60

The P45 figure will only be the taxable income so will already include the taxable element of the redundancy payment and the tax deducted so you would not need to declare separately as this would duplicate the figures.
