Government gateway

I lost access to my old government gateway, even the email it was linked to. So made a new one, and it won’t let me access the self assessment section and it’s saying I need to sign into my old one to see/file a self assessment tax return. When ring inf the number provided I get no further forward and told to try and recover online which it won’t let me
