Tax paid on time but received late penalty letter

I have submitted tax return by post before 31 Oct 2022. I have also paid my tax according to HMRC's letter, and received payment receipt from HMRC on 11 Jan 2023. But I have received letter for late penalty recently claiming that I did not submit tax return on time. I do not have an online HMRC account as I don't have the postcode or insurance number. Anyone could advise what is happening? Thank you.
