In light of the problems you are encountering registering to pay voluntary Class 2 NICs I would recommend calling the National Insurance helpline on 0300 200 3500 who will complete the registration on your behalf.

RE: Error in personal details with HMRC
Hi Victoria,
Currently, the time scale for the National Insurance Account Correction team stands at no longer than 72 weeks, however that will be 72 weeks from the date we received your correspondence. The team are currently dealing with work from 31 March 2023. Timescales can change however. If your DOB being incorrect is effecting a benefit claim or you are close to state pension age then I would advise you to contact us via the phone line or web chat so we can escalate your Date of birth change. If you were self-employed you should have registered as self-employed for National Insurance contributions and, therefore, pay class 2 National Insurance
contributions for UK State Pension purposes.
You may wish to call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas) to check whether you were registered
as self-employed and if you paid the class 2 contributions.
You may wish to obtain a UK State Pension Forecast via Check your State Pension forecast which will detail your current and future entitlement to the
UK State Pension.

Hi,
If you contact the National Insurance helpline or use web chat services via a personal tax account, they can look at the amount you have entered in the app
and check the details held on your account.
They will check the amounts for year that has finalised against the details you provide for your employment as it is based on the frequently you are paid and the amount.

As now UK resident you will need to report any gain here.
You can claim foreign tax credit relief for any Norwegian tax paid and claim residence relief for the period you lived in the property.

If you are due any tax repayment, we would normally process this automtically and advise you with a letter.
But there are 2 ways you can check if you are due any tax repayment , via your persoanl tax account - Personal tax account: sign in or set up
or failing that you will need to contact HMRC - Income Tax: general enquiries
