Yes, please complete the CF83 form as if it is a new application and explain why you think the previous application was actioned incorrectly.
Our guidelines and policies indicate that if you believe an outcome is incorrect, to complete a new CF83 and to explain why you think so, I will therefore advise you to submit the CF83 even if your correspondence has been received by HMRC.
Please submit your new CF83 form by the 5 April deadline.

RE: How to pay voluntary contributions?
Hi Graham03,
You will need to contact DWP, to confirm whether your State Pension will increase before you pay any shortfall for a specific tax year, to confirm doing so will increase your State Pension. Please call the Future Pension Centre to find out which tax year will count towards your State Pension.

+44 191 218 3600 if you live outside the UK
You can also get a State Pension statement. To do this, go to GOV.UK and search ‘check your state pension forecast’.
DWP have an online form so that any customers who are unable to speak to DWP before the deadline can register their interest in paying voluntary NICS and request a call back.
If you submit a request by the deadline (05/04/2025), you will be able to pay voluntary NICs after the deadline has passed at the rates that were applicable in the 2023 to 2024 tax year. DWP will contact you within 8 weeks to discuss the payment of voluntary NICs. Once DWP have contacted you and advised on the shortfalls to pay, you are given 31 days to make the payment.

If you can not get in touch with the National Insurance helpline or the Future Pension Centre, you can complete a call back request form on the gov.uk
You can complete this form if you're struggling to contact the Department for Work and Pensions (DWP) by phone to pay voluntary National Insurance Contributions.
DWP will contact you on the phone number you provide in this form to discuss payment of voluntary National Insurance contributions.
If you submit a request by the 5 April 2025 deadline, you will still be able to pay voluntary National Insurance contributions after the deadline has passed.
If you have already requested a call back, please do not send another request.
