If your property is jointly owned then income received should be declared 50/50. You should use the UK Property section of the return. If you do not pay council tax/mortgage payments, then
you cannot claim any expenses in respect of these. You can only claim for expenses that you have paid for yourself. For more information, please refer to:

The form 17 only applies to married couples who wish to report a different income from property split other than 50/50.
