Unfortunately we cannot provide a specific response via this Forum.
We normally advise to allow 8 weeks for payments to reflect on your Personal Tax Account.
Your payment should have been allocated by now but it is possible that it just needs manually updated onto your account.
Please contact our NI Enquiry line on 0300 200 3500 (from UK) Monday – Friday 8am – 6pm.
Have your NINO and payment details (the account you paid in to, date and amount) ready in case our advisers do need to trace the payment at our Banking Section.

RE: How Do I Pay Into Specific Annual Shortfalls in National Insurance Contributions?
Hi Sean Allan,
Before you make any payments to HMRC you will need to complete application form CF83 (Application to pay National Insurance contributions while abroad).
You will find further information in leaflet NI38 - Social Security abroad: NI38, the CF83 application form is also within the same link.
Once you have received a response to your application, you would then contact the Department for Work an Pensions to find out which years are best for you to pay.
Information on how to do this will be in your response letter. When you are ready to make a payment, you can let HMRC know which years you are paying for by either contacting our helpline (+44 19 1203 7010) or sending a letter to the following address:

As you have not stated which other country is involved, this question cannot be answered re the tax position.
With regards to the question about you requiring a National Insurance number, you can only apply for a UK National Insurance number if they are living in the UK.

RE: Transferring child benefit NI to partner
Hi Poppopboogie88,
There are time limits for applying to have your child benefit credits transferred.
Your application should be made before the end of the tax year (5 April) following the relevant period for which you want to transfer the credits.
For example, if the transfer period is in the 2016 to 2017 tax year you should apply for a transfer before 5 April 2018.
If the time limit has passed you can still complete the application form, but you must give the reason why you did not apply on time.
If the circumstances are reasonable HMRC can still award the credits as long as you meet the transfer conditions.
