If you are classed as tax resdient in UK, yes. if not, you will need to pay tax in the Netherlands as you are required to report your income to the country you are tax resdient.
For 22/23 you were still resident as you did not leave until the 23/24 tax year.

As previously advised, as a non resident landlord, you still need to submit a UK tax return.
You can claim the refund on the tax return.
For any credit balance already there, you can telephone +44 161 931 9070 to have the refund issued.

If you are looking to claim split year status, this must be done on the SA109 so a tax return is required.
You cannot file online using HMRC software so you will need to submit a paper return or use 3rd party software.
Commercial software suppliers for Self Assessment
For tax year 21/22 the deadline for paper tax returns was 31 October 2023.
