I can confirm that if a person has been employed or self-employed in the UK and National Insurance contributions have been paid then they will require a National Insurance Number in order for these contributions to be recorded in their favour.
They may still apply for a National Insurance Number whatever length of time they have been overseas.

Reading the insurance contribution record

The 3 additional years on top of the 9 you have fully paid may be what are called Juvenile Credits.
Tax payers who reached the age of 16 before April 2010 were given automatic class 3 Juvenile credits for tax years they were 16, 17 and 18 years of age.
This applies if you were living outside the UK at the time as well.

The process for making voluntary payments is automatic and should not require any further action from you to ensure your payment is accredited the
correct periods if you have informed us what you are paying for.

Approved NIC2 payments, but how to pay from a foreign country?

If you wish to apply to pay voluntary National Insurance contributions whilst overseas then complete and return our CF83 application form which is at the back of
leaflet NI38 ‘Social Security Abroad’.
