Russian Origin

Hello, I am looking to clarify what the duty would be on commodity 3102101000 when imported from Russia. The product will be used as fertilizer. Normally the duty has been 6%, however additional duties have been added but it clearly states that this is only applicable when used as - manufacturing of particle and fibreboards, or as an additive for diesel.
