ToR application - Pet

Hi, I want to apply ToR for my cat and make addition request to my current approved ToR. When I do the application, the system said I need to upload the health certificate. However, Health certificates must only be issued within 10 days of planned arrival date according to the pet importing requirement. While the approval usually comes 15 working days after the application was made, will that be an issue if I use existing approved URN without receiving approval email for the addition request? If that's the case, what should I do to get the ToR approved before my planned arrival date? Thanks, HY
