hand over fees and use of C21 to release goods

Some shipping companies using ETSF charge a fee of £ 25 for handover and £ 21 for a C21 after the import entry is complete, plus the Customs Declaration charge £ 35 , this increases costs to standard Road Movement declaration to £ 81 , any suggestions of by pass or should the importers be clear that they had not asked to use ETSF and want the delivery without further admin charges?? Opinions and suggestions please

Good luck, it’s been a monopoly for years, only suggestion is choose another service, don’t use that transport company, they’re forcing you to pay them additional charges.
