When we import our Spanish material into our CW, we use CPC 7100000. Then we export it to our client using CPC 31 71 000. When imported into the EU On the French market, the agent use CPC 61 10 when he is doing the import declaration on behalf on our clients. On the Belgium market, the agent use CPC 40 00 000 when he is doing the import declaration on behalf on our clients. On the Scandinavian market, the agent use CPC 40 10 + F01 when he is doing the import declaration on behalf on our clients. Question is why different CPC codes going into the EU also our clients are requesting the INF3 form to be completed by our original supplier Any help would be fantastic

Hi, 6110 would be incorrect as the goods were not in free circulation when they exported from your CW.

In terms of the import into an EU country it is irrelevant whether the goods were held in a customs warehouse in the UK or not . All goods entering the EU from the UK are regarded as not in free circulation irrespective of whether duty has been paid in the UK or not. The export CPCs are for use in the UK and have no bearing on the import CPC’s. The EU import procedure codes should be the ones the importer instructs the agent to use If there is proof of the Spanish export and the goods were previously in free circulation in the EU then potentially the goods can enter the EU as returned goods. So this would be the 6110 declaration. Without proof of EU export then the goods are just treated as a new import to the EU so the 4000 An INF 3 is used where returned goods is being claimed in a different country to the goods were exported from. E.g. export from Spain but reimport into France. I can’t explain the Scandinavian code as 4010 does not appear to be a combination mentioned in EU regs

Many thanks for the advice Customs oldtimer - may I ask another question Basically the import CPC into the EU should be 4000 unless we complete an INF3 form then 6110 can be used

Goods being returned to the EU can claim returned goods relief CPC 6110 is one of the possible RGR codes , there are some others too. Proof of previous export from the EU is required either the customs export entry or INF 3 (if the import is in different country) I would expect the only party who can complete the INF 3 and get it authenticated is the original EU exporter . It would not be something that a UK exporter could complete .
