Can I apply for a Transfer of Residence(TOR1) even if there's a chance I end up not using it?

Hello, If I apply for a Transfer of Residence(TOR1) and I end up not needing to use it is there any repercussions? Can I cancel it or do I just let it expire? Thanks,
