Importing without an EORI number?

Can a farmer import samples from Ireland for his farm if he doesn't have an EORI number? The goods are coming in via Holyhead so an Oral Declaration isn't possible as it's a RoRo port.

An EORI number only takes a few minutes to apply for on line. If the farmer is VAT registered then they will need their VAT number . If not VAT registered an EORI can still be obtained.
