Just started employer PAYE for 2023 and 2 x directors have had tax rebates, so there is nothing to pay the inland revenue for end of year, do I still have to record this to the inland revenue?

If you are referring to tax rebates in 2022/23 tax year, then an FPS will still need to be submitted to report the refunds due to the directors.
If there is no PAYE liability due, then you would not make any payments to HMRC.
If you wish to check the information held on your PAYE account, you can view this online via your Government Gateway account, or alternatively, you can contact the Employer Helpline on 0300 200 3200.
