Accessing PAYE for Employers

I am taking over a church payroll as my predecessor is retiring from the role and I need to register for PAYE for Employers and change the contact details so I receive employee tax code changes, etc. I tried to request access and when I put in the HMRC Office number, etc received the message 'This information does not exist for PAYE for Employers, or it has already been used to request access to this tax or scheme.' How do I resolve this or is the issue that we cannot have more than one user registered?
