Is a 3 day staff conference which includes hotel accommodation considered a benefit in kind and will need to go on employee's P11D?

If this is a work event and therefore part of an employees substantive duties, then any travel, subsistence and accommodation would not be a reportable benefit.  
This is covered by the exemption on business journeys.
