Penalties

Hello, I just found out by chance that I have penalties to pay for late self assessment. I moved out from UK and did not work anymore in UK or had any UK income since March 2019. Did my last self assessment and closed my self employed account. I cannot file and appeal online as it asks me for a UK passport which I do not have as I am not from UK. Tried to get in touch with helpline never get an answer for hours... I would like to know how to proceed.
