The implications of the 2022/23 NI threshold are a little unclear to me, if I paid NI in 2022/23 but for the whole year earned less than the new threshold (£12570) am I entitled to a NI refund for the NI paid ?

Hi,

You do not state if you are employed or self employed. Different classes apply.  

The class 1 employee threshold of £1048 per month, £12576 per year, applies for 2022 to 2023 and 2023 to 2024 onwards. The class 4 threshold for the self employed is £11908 for 2022 to 2023 and £12570 for 2023 to 2024. You can see information here:
