NI Credit through Child Benefit for BNO Visa holder

Dear HMRC support (and others) My family started living in the UK recently through the BNO Visa scheme and my wife is now a full time housewife taking care of a young child. Understand BNO Visa holder has a No Resource to Public Fund condition, we would like to know if she is still eligible to apply for child benefit (with payment opt-out) so that she can acquire National Insurance Credits without a job.
